Abstract
Corruption breaks the fiscal contract between government and taxpayers, so it hurts the future motivation to pay taxes. This research identifies the indirect impact on individual tax morale that results from their experiences of corruption, national corruption, and cultural norms of corruption. By using hierarchical multi-level estimates and by exploiting several research designs, this research provides important policy information that institutions that are performing badly reinforce other institutions into the same direction operating in the same context. Individual experiences matter significantly more than their passive learning and they unlearn their built-in cultural norms to meet contextual requirements. Cultural norms of corruption are variable by people’s context and across generations.
