Abstract
Since 2009, the U.S. has sold weapons to 169 countries. These sales are associated with a variety of national security risks. While a large body of literature exists on Congressional restraint of the President regarding use of force, very little exists on weapons sales. I argue that scholars have paid inadequate attention to legislation limiting the President’s use of weapons sales as a tool of foreign policy. I propose studying the passing the Arms Export Control Act between 1961-1976 via process tracing using archival research and Congressional debates.
