Abstract
Energy exports are a key driver of the Russian economy, but Moscow has often been accused of exploiting its energy relationships for geopolitical gain. However, Russian exports vary in type and potential for coercion, indicating that other goals may drive Russian energy exports. This dissertation will establish a typology of coercive potential in Russian petroleum and nuclear exports and investigate Russian motives in pursuing different types of energy export arrangements. Understanding how Moscow views energy exports will provide a better understanding of modern Russian foreign policy and will contribute to policy debates about the value of energy diversification or independence.
